[Tinymux] Question on Semaphore

I'm fairly knowledgable about MUSHCode, but have never had to use semaphore before, so am kind of clueless.  I want to do the following, and wanted to know the best way to do it--can someone provide a 'skeleton' for it?  I'm not sure how much is assumed and not.

1) Give the person a counter--say 20, 30, 40, etc.
2) Do commands that 'spend' that counter--like certain types of chargen.
3) Let them 'spend' that counter via commands -without- having people rushing through command input to overspend.

Now, if I were to encase an entire command sequence with multiple commands for the queue in a @wait {} and a @notify at the end, will that work?  Or should I split it up differently?  Any suggestions?
