Right.  So, the format of all the help files are the same.  Each topic
stands alone.  The first topic is special. A topic looks like this:

& TOPICNAME
LINE 1
LINE 2
...
LINE N

In the first topic, the TOPICNAME must be 'HELP'.  The get to this
first topic, you can do either of the following:

  news
  news help

Additionally, some help files evaluate the body of the topic as
softcode.  It is evaluated as if the topic were stored on the player
using the help command.  Usually, code is executed with the
permissions of the object it is stored on, but since help has no
object, it is executed with the permissions of the enactor.
