I've changed this in CVS so that any access restriction, not just 
need_player, may be used to disable a logged-out command (since there 
is no way for the lack of an executor to pass any tests). I would 
suggest to whoever maintains the wizhelp that the "access" and 
"logout_cmd_access" parameters might want to be cross-referenced, and 
that "wizhelp logout_cmd_access" should tell you that any access 
restriction disables the command at the login screen while not 
affecting its use within the game.
