 -- Bring functions_add(), function_add(), and the various
    commands*_add() out into local.cpp so that adding commands and
    functions is as simple as adding an entry to a table.

 -- Fix bug in LCON() which was introduced by Brazil in 2.4.0.21 that
    prevented LCON() from showing anything.

 -- Fix @sweep and NEARBY() so that they don't leak information about
    Dark Wizards.

 -- Since caching knowledge of ^-Commands and $-Commands seems to work
    so well, revisit each area, look for, and require the colon as
    well.
