[Tinymux] Reality Levels Question

Oddly, this is not the behaviour on my test game. When set to explicitly 
different reality levels, the staff player sees the exit in the Obvious 
exits list, but cannot pass the exit, or even look at it save by dbref. 
The behaviour is exactly the same with a non-priviledged pc. 

Being able to see the exit in the exits list at all is a bug.

I've read through the documentation for reality levels, and thought that I
understood it, but it's not working the way I thought it should and i'm not sure
if it's just me misunderstanding or if there is something not right with it.
Running version MUX 2.4.0.22
Relavent entries in the config file
reality_level Real 1
reality_level Staff 1048576
reality_level All 4294967295

Staff player => RxLevel: Real Staff & TxLevel: Real.
Non-staff player => RxLevel: Real & TxLevel: Real.
Exit => RxLevel: Staff & TxLevel: Staff
cansee(staff player,exit) returns 1
cansee(non-staff player,exit) returns 0
When looking in the source room the staff player can see the exit and go through
it, which is as I expected. But the problem is that the non-staff player can
also see the exit (although not use it).
Is this the correct behaviour?
