[Tinymux] move @hook

That looks like a hardcode bug to me. if movement is restricted, it won't
perform exit matching, but determining that movement is restricted does
change hval in command.cpp, which affects the permissions of things further
down.

I'll get a patch together tonight. This is for TinyMUX 2.3, 2.4, or 2.6?
