[Tinymux] Nearing 2.4 release

People who have played with reality levels say that it doesn't behave
as they expected, but what that means exactly is still being nailed
down. Since this is optional, and there are no specific repro steps or
expected behavior given in the reports, I'll leave it to be fixed in
later patches.

The issue of time running backwards on the Windows build has been
addressed, but I haven't heard anything from those who were
experiencing it whether it reproduces now or not. I can do some
testing of this here, but my machine never reproduced the behavior to
the degree that others experienced.

The SQL connector is still in an in-between state. You can build with
the option enabled, but it's mostly non-functional. This still falls
into a longer-term bucket that will turn on when it's done.

Are there any other reasons which bear upon the release decision?
