[Tinymux] Administrivia, branching, and gate-keepers

In order to add some redundancy, the Subversion repository for TinyMUX
now has two 'owners'. nails of mushpark is added as an owner. If ever
I'm hit by a trunk, nails can find someone else to foist things on. If
anyone wants to be added as a third owner, that's possible.

If anyone needs write access, let me know.

Furthermore, in the link above, I'm proposing a branching/merging
scheme and proposing that no changes are made without a corresponding
open Issue. That is, rather the decision to add something becomes
focused in the Issues list rather than in a person.

If anyone has an interest in taking ownership of one of the
sub-branches, that's a possibility. That is, rather than have one
gate-keeper, that role is replicated and potentially spread amoung
several people.

Typically, people are too smart to volunteer, but I'd like to at least
offer the possibility.
