Mail per hour

CONFIG PARAMETER: mail_per_hour <maximum>

DEFAULT: 50

Specifies the maximum number of @mail items per hour that a mortal may create. Attempts to create @mail after this limit has been reached are denied. Any existing @mail-in-progress is still permitted.
