Safer passwords

CONFIG PARAMETER: safer_passwords yes/no

DEFAULT: No

Normally, nearly any password is accepted, but if this configuration option is enabled, passwords must contain at least one capital letter, one lowercase letter, and one numeric digit or symbol.
