Nspemit()

FUNCTION: nspemit(<target>, <text>)

Sends <text> to <target> only, always prepending a nospoof header Name(#dbref) to the message regardless of whether the target has the NOSPOOF flag set.

Example:

> say nspemit(#5, Secret message)
